Current time in Ankara
Ankara is the capital and the seat of government, though Istanbul is the larger city and the name in the time zone database — Europe/Istanbul. Both keep the identical offset of three hours ahead of Coordinated Universal Time, as does every province from Thrace to the Iranian border.
The defining feature of Turkish time is what is absent. There is no spring-forward, no fall-back, no transition weekend. The clock set in one January is the same clock in the following July.
Permanent summer time
Turkey formerly alternated between UTC+2 in winter and UTC+3 in summer, like much of Europe. It then stopped changing and fixed the clock at the summer value. The winter offset was retired rather than the summer one, so Turkish winter mornings are darker than they used to be and the winter evenings brighter.
Every country that abolishes daylight saving has to choose which half of the year to keep forever. Turkey kept the bright evenings and accepted the dark mornings — a trade that looks obvious in June and rather less obvious in December.
The practical consequence for outsiders is that Turkey's relationship to Europe now flips twice a year. Berlin is one hour behind Ankara in the European summer and two hours behind in the European winter, entirely because Berlin moves.
One zone across a wide country
Turkey spans a considerable east-west distance, and a single zone stretches over it. The effect is visible in daily life rather than in any legal difference. Western provinces such as Izmir and Edirne see the sun rise and set later by the clock.
Eastern provinces such as Van and Erzurum experience solar noon well before the clock reaches midday, with very early summer sunrises. Istanbul, straddling Europe and Asia, uses one time on both sides of the Bosphorus — crossing continents there costs no clock change at all.
The east-west daylight gap is the most commonly noticed quirk of Turkish time, particularly during Ramadan, when the fasting day begins and ends at genuinely different clock hours across the country.
Comparing with the neighbours
Greece and Bulgaria use UTC+2 in winter and UTC+3 in summer, so they match Turkey only during their summer. Georgia and Russia's Moscow zone are on UTC+3 year-round, the same as Turkey. Iran and Iraq to the southeast keep their own arrangements, so an eastern land crossing is worth checking rather than assuming.
Planning meetings with Turkey
Because Turkey no longer moves, it makes an excellent anchor for a recurring appointment: fix the time in Ankara terms and let counterparts elsewhere absorb their own transitions. A Turkish afternoon overlaps comfortably with the European working day and with the morning in South and Central Asia. For the Americas, the workable window is the Turkish late afternoon and evening against a North American morning. Older software that still assumes Turkey observes daylight saving will drift by an hour twice a year — a symptom worth recognising, since the fix is updating the time zone data rather than adjusting the appointment.
